Lan-Oak Park District Board Members

James Long - Board President
Currently serves as Commissioner. Elected in 1995, Jim is serving his second six-year term. Jim has been the chairperson of the Buildings and Grounds Committee and has served on the Finance and Personnel Committee.

Before retiring from T.F. South High School, for 30 years Jim was a devoted teacher and athletic administrator. During that time Jim coached varsity football and the girls track and field team. He is a certified basketball official and has officiated many I.H.S.A. basketball games for both boys and girls.

Jim has been a Lansing resident since 1965. Married for over 40 years, Jim and his wife Suzanne have two sons, J.D. and Jeff and four grandsons, Jim. Josh, Jake and J.T. 

Michael Gaffney - Board Vice President  
Michael is newly-elected to the Park Board this April 2009. Michael has been married 27 years to Barbara, has 2 children: Megan age 24 and James age 16.

Michael is currently on the Board of Directors of the Lansing Old Timers, as Director of Concessions. He has been with the Old Timers for 10 years.

Michael is currently employed with the Illinois Department of Agriculture, Bureau of Environmental Programs, as an Inspector.

As a Board Member, Michael is looking to add new programs and recreational opportunities for the residents of Lansing.

Dennis Flanagin - Commissioner


The "senior" member of the Board of Commissioners by serving as a Commissioner since 1977. Dennis is currently serving as the President. During his tenure Dennis has held various Park Board offices and has served on all committees of the park district.

Dennis is the President of the Citizen Branch of NRPA for 2008-2009. He is also a member of the National Forum. Dennis and his wife, Barbara, have four children and four grandchildren. He is very active in all community affairs in Lansing. He is a member of the Lan-Oak Park Foundation in Lansing. On the State and National level, Dennis is actively serving on association boards that directly benefit park and recreation agencies. In 1997 he was elected to the Illinois Association of Park Districts (IAPD) Board of Directors and in 2003 served as the Chairman of the Board. He has served on the IAPD Research Advisory Council and the IAPD/ Illinois Park and Recreation Association Joint Legislative Committee. He was appointed to the National Recreation and Park Association's Great Lakes Regional Council and serves on the Council's Legislative Committee. He also served as an active board member and is the current Chairman of the Illinois Par District Liquid Asset Fund Plus, a money management fund for Park, Recreation, Conservation, and Forest Preserve Districts.

Patricia Leck - Commissioner
Patricia was elected to the Park Board in 2005. Currently she serves as the Chairperson for the Finance and Personnel Committee.

Patricia is currently employed by the First National Bank of Lansing. Patricia is a member of the Lansing Business Women's Association since 2006 as well as a member of the Lansing Volunteer's Recognition Committee.

Patricia has been involved in the community for many years. She is on the Lansing Junior Woman's Club, where she served on the Executive Board for 6 years and performed in 4 plays. Her proudest accomplishment was in 1976, she was the chairman for the Building Fund Santa's House and in 1977, she was the chairman and originator of "Breakfast with Santa". Patricia was on the Parade Committee for 2 years for the Lansing Chamber of Commerce. She also was the Co-Chairman for the Lansing Red Cross Blood Drive.

Patricia has been a large participant of the P.T.A.. She started in the Calvin Coolidge PTA as the Treasurer for 2 years, the Fun Night Chairman for 2 years, the Santa's Secret Shop Chairman and the Cook Book Chairman. She has been a LIFE MEMBER P.T.A. since 1983. At the Memorial P.T.A., Patricia was the Chairman of the Hot Lunch Program. Patricia was involved in the T.F. South Booster Club as the Sports Book Chairman and the Refreshment Stand Committee.

While these are a few of Patricia's accomplishments, her greatest ones are her children Ross and Lynette.

John Kelly - Commissioner

John was newly elected to the Park Board this April 2009. He will be serving as the Chairperson for the Planning Committee and will also serve on the Finance and Personnel and Recreation Committees.

As a Board Member, John is looking to use his financial background and project management experience to create a financially sound plan to renew and revitalize our parks in Lansing. He would also like to open the lines of communication to the community and expand services and programs that the community is looking for.

John is currently employed with NAVTEQ, as a Senior R&D Project Manager. He has over 100 years of project management experience running hundreds of projects for many of Chicago's Fortune 500 companies. He received his MBA in Fiance from DePaul University and his Bachelors in Applied Computer Science and Industrial Technology from Illinois State University.

John is currently presiding as the President of the Magic Tree Resort Board of Directors. He continues to serve the community not only as a Park District Commissioner but an active coach in football and volleyball as well as his past participation on the Little League Board of Directors, Lansing Flood Committee, and manager/coach in baseball, softball and basketball.

He has been married for 18 years to Lisa, and they have 4 children: Elyse (16), Sean (15), Erin (13) and Shannon (12).
